Every neighborhood contains skills and capacity that go unrecognized because nobody has done the mapping. What is often missing is the structure to surface those assets, match them to needs, build enough trust to work together, and complete a first shared project. The output is not a community meeting agenda. It is The Neighborhood Agreement — documented, signed, and ready to act on.

Asset-Based Community Development (McKnight, Kretzmann) provides the specific framework for skills inventory and needs matching that underlies the Neighborhood Agreement. Research on neighborhood trust and collective efficacy (Sampson, Morenoff, Earls) documents the role of structured shared activity in building the inter-neighbor trust that produces community effectiveness.
